Actuellement, le temps de travail d’un enseignant de collège ou de lycée est de 18 heures par semaine. C’est, pour les professeurs certifiés, le seul élément fixe et clair relatif au temps de travail qui leur est demandé. Il a été fixé par un décret datant de 1950. Rendez-vous compte ! Ce qui détermine ce qu’un enseignant doit à la nation date de 56 ans. Il est vraiment temps de se pencher sur un problème aussi lourd de conséquences.18 heures par semaines ! Quel salarié ne voudrait pas travailler aussi peu pour d’aussi bons salaires ? Comment le législateur a-t-il pu créer en 1950 un statut aussi avantageux ? Il faut peut-être y regarder de plus près. En fait, ce temps a été conçu en prévoyant qu’un enseignant travaille 1,5 heures chez lui pour une heure devant élève afin de préparer ses cours, évaluer les élèves et actualiser ses connaissances dans sa discipline. Cela fait 18 fois 2,5 heures (1 devant les élèves et 1,5 à la maison), soit 45 heures hebdomadaires. En effet, le temps de travail légal de l’époque s’il était légalement de 40 heures par semaine, était en réalité de environ 42 h par semaine, sur 50 semaines.
Mais que s’est-il passé depuis pour les enseignants ? Rien ! Alors que pour les autres salariés il y a eu la troisième semaine de congés payés en 1956, puis quatre en 1969. Les 40 heures réelles ont été atteintes au début des années 70 (elle était un droit depuis 1936). Mais ce n’est pas fini, il y a eu les 39 heures et la cinquième semaine en 1982, puis les 35 heures en 2000. En somme le temps de travail hebdomadaire pour les salariés a baissé de 25%. Mais les enseignants doivent toujours le même service.
C’est au moins un enseignant qui écrit cela vous dites vous, en lecteur éclairé ! Certes je l’avoue, je fais partie de ces privilégiés. Car, comment peut-on parler de temps de travail sans parler des vacances ? Eh bien justement, le législateur a tout prévu et cela de deux façons. D’abord 45 heures dues quand les autres devaient 42, ça c’est pour les petites vacances (Toussaint, Noël...). Car les vacances c’est pour que les élèves se reposent. Donc notre temps de travail était annualisé. Mais, et les deux mois d’été alors ? Là, c’est un tout petit peu plus compliqué. Certains enseignants ne le savent même pas, d’ailleurs. Cela se situe au niveau de la grille des salaires. Notre grille a été, elle aussi, fixée en 1950 au même niveau que les autres cadres de la fonction publique recrutés avec un concours au niveau bac + 3. Mais à cette grille, il nous a été retiré deux mois de salaire, puis le résultat a été divisé par 12. (Par exemple si un inspecteur des impôts est payé 2000 € par mois il recevra 24 000 € par an, mais pour la même qualification, un enseignant recevra aussi 2000 € par mois mais sur 10 mois, soit 20000 € par an. Cette somme est ensuite divisée par 12 et donne 1667 € par mois.) Et oui chers lecteurs les enseignants ne sont pas payés pendant les grandes vacances.
Oui bon d’accord, peut-être que nous ne sommes pas si privilégiés que cela concernant le temps de travail. Mais côté salaires, quand même, nous ne sommes pas à plaindre ! Eh bien soit, comparons. Nous sommes nettement en dessous de la moyenne des cadres du privé comme du public (qu’on nous prouve le contraire). Mais l’exemple le plus frappant pour moi de la dégradation de la valeur que la nation accorde à ceux qui éduquent ses enfants est le suivant. Le salaire de départ d’un enseignant en 1970 était 2 fois supérieur au SMIC. Aujourd’hui, il n’est plus que 1,2 fois plus élevé. Autrement dit si comme le PS l’a écrit dans son projet le SMIC augmentera de 25 % au cours des cinq ans à venir (et l’UMP l’a augmenté au même rythme annuel dès cette année), un enseignant débutant gagnera moins que le SMIC. Faudra-t-il en arriver là pour que la société se rende compte de la dégradation de notre situation ?
Alors oui le décret de 1950 est vieux ! Il est vraiment temps de le toiletter comme le disent nos gouvernants ! Mais dans quel sens ? Est-ce en faisant en sorte que devions travailler plus pour gagner autant comme veut le faire M de Robien ?
