Par lâcheté ou compassion insensée, des « représentants » des collectivités locales ou de l’Etat n’ont pas osé affirmer le principe essentiel de laïcité : espace politique qui permet de vivre ensemble dans le respect mutuel des différences puisqu’il entraîne l’égalité en droit des citoyens et citoyennes.
Au nom d’un relativisme culturel ou religieux, ces différentialistes ont abandonné des filles et des garçons aux traditions patriarcales ou religieuses. Ils légitiment ainsi l’islam politique qui dénonce les droits universels parce que « occidentaux ».
Sexisme
Filles et garçons sont enfermés : les filles dans l’obligation d’obéir, les garçons dans celle de virilité agressive. Ainsi des habitudes communautaires ou religieuses seraient supérieures aux lois de la République. Le modèle transmis par la religion patriarcale est le respect absolu de l’autorité et de la supériorité masculine avec pour corollaire l’intégration par les filles de cette subordination.
Malheur aux femmes autonomes, à celles qui revendiquent leurs droits en tant que femmes françaises, à celles qui épousent des non-musulmans. L’injonction faite aux filles dès l’enfance « si tu épouses un Français, c’est comme si tu es dans la tombe ! » est lourde de menaces. Comment s’étonner du manque de repères des enfants qui ne sont pas considérés comme Français par leurs parents, puisque les Français ce sont les autres.
Faire croire aux garçons qu’ils sont « les petits princes », mères et sœurs soumises à leur bon vouloir, n’est pas la manière la plus efficace de les préparer à affronter la réalité. Dès les premiers apprentissages scolaires, l’inanité des normes traditionnelles sexistes est mise en évidence. A l’école, les filles ne sont pas « inférieures ». En outre, il ne suffit pas d’affirmer « je suis un homme » pour savoir lire et écrire.
Culture du ressentiment
La majorité des garçons comprennent les règles et s’adaptent. Leur réussite, leurs rapports équilibrés avec les femmes est insupportable pour une minorité, incapable de s’adapter au monde contemporain,
Pour cette minorité, c’est le début de la spirale infernale qui va les conduire à s’opposer à un monde dans lequel ils n’occupent pas la première place « naturellement », parce que « hommes ».
L’école n’a pas pu accomplir sa mission de creuset de la République : faire comprendre et respecter les valeurs et la culture communes pour y adhérer et vivre ensemble.
Les difficultés ont une double origine, doute moral et absence de moyens financiers. Des enseignants, sensibles au discours ambiant selon lequel imposer les valeurs universelles serait du néo-colonialisme, n’expliquent plus les principes fondateurs de la République ni les luttes pour les obtenir. Les repères donnant du sens au vivre ensemble, l’éducation civique et morale sont considérés comme des anachronismes.
En même temps, les établissements scolaires et les équipes éducatives ne disposent pas de moyens concrets pour être efficaces. Les choix budgétaires manquent de rationalité. Le coût des récents saccages le confirme. L’économie sur les moyens affectés à la formation initiale nécessite des dépenses bien supérieures pour tenter de pallier les difficultés sociales et économiques générés par la sortie du cursus scolaire obligatoire sans avoir construit ses apprentissages. Ni acquis les clés pour comprendre le monde moderne.
L’enfant en échec scolaire, dans un monde qu’il ne comprend pas, va être perméable au discours des manipulateurs. La frustration sociale, terreau des totalitarismes, va servir les groupes intégristes.
Les professionnels du conditionnement vont utiliser des discours simplistes. L’appartenance religieuse des parents sera présentée comme la raison des difficultés rencontrées. Il faut se venger de la République française qui opprime les enfants en France après avoir colonisé les parents dans les pays d’origine. Rentrer en résistance en transgressant les règles nationales permettrait de retrouver une dignité. Mais cette radicalisation installe les adeptes dans l’exclusion. Cristallisant les différences et incitant à la haine de l’autre.
Dans les violences urbaines, phénomènes plus ou moins diffus depuis une quinzaine d’années avec des périodes de crise, les personnes présentées devant la justice n’utilisent pas les tribunaux comme vitrine pour exposer leurs revendications. Ils nient toute participation aux actes, endossant le statut de victimes. Ils ne se reconnaissent pas comme acteurs de leur propre vie, mais assignés à un comportement attendu parce que nés quelque part.
Laxisme
Pour tenter de canaliser la violence et la délinquance dans les cités, des élus ont piétiné les principes républicains. Perméable au discours de socio-ethno-anthropologues qui voudraient enfermer les enfants dans une unique identité religieuse, ils ont embauché des agents publics en raison de leur religion, sans vérifier auparavant leurs compétences, discours ou pratiques.
Refuser on ne sait quelles demandes pourrait générer des violences. La responsabilité incomberait aux personnes qui ont refusé les requêtes et non aux agresseurs.
Dans la crainte de conflits, la lâcheté de certains responsables est stupéfiante et dangereuse. Cette lâcheté entérine l’idée que la société française n’est ni assez forte, ni suffisamment soudée pour résister aux fanatiques. Ils ont laissé ainsi les prédicateurs islamistes opprimer leurs coreligionnaires à commencer par les femmes.
Cette intolérable tolérance s’élargit à des phénomènes criminels. Certains élus et des institutions financent des emplois pour des chefs de bande qui, en échange, calmeront l’appétit délictuel de leurs troupes.
Universalisme
Les évaluations des politiques dites « de la ville » démontrent leur inefficacité. Il n’y a jamais eu de politique d’intégration, contrôlée par des objectifs à atteindre.
Lors du regroupement familial, les familles transplantées ont été concentrées sans aucune des infrastructures nécessaires à cette venue massive. Droits et devoirs des habitants étaient supposés s’accomplir par osmose. Mais dans les quartiers où les familles migrantes sont majoritaires, comment cette imprégnation pourrait-elle s’opérer ?
La France s’est construite avec des populations de diverses origines, s’inscrivant dans une continuité, par rapport à l’héritage -de gloire et de regrets- transmis par les générations précédentes. Le lien civique a la prééminence sur tous les particularismes historiques ou religieux, sur les solidarités domestiques ou claniques.
La laïcité organise l’espace politique qui repose sur la liberté de conscience, l’égalité en droit des options philosophiques et des croyances religieuses, la fraternité républicaine, envers l’autre. Tenir les trois en même temps n’est ni naturel ni inné, mais construit et acquis.
Il est urgent que l’école de la République l’enseigne et la fasse vivre. Sa mission est de libérer les citoyens en devenir de tout assujettissement, de toute servitude volontaire.
C’est sans doute pourquoi une minorité vociférante d’ennemis de la République brûle les écoles maternelles.
