LA REFORME DU RMI ou A CHACUN SES DESAFFILIES

Sur le million de bénéficiaires du RMI en métropole les trois quarts le sont depuis plus d’un an et la moitié depuis prés de trois ans. Ces chiffres sont suffisamment éloquents pour faire comprendre les faillites des politiques publiques en matière d’emploi et d’activité. Face à cette situation, le gouvernement Raffarin ne fait pas mystère de vouloir transférer la charge totale de la gestion de l’offre d’insertion et l’allocation de l’Etat vers les départements. L’enjeu est considérable. Si nous connaissons le montant des crédits budgétés au titre du RMI par les départements sur les cinq dernières années, 21 milliards, il n’en reste pas moins vrai que les dépenses d’insertion varie de 2 à 10% de la dépense globale d’aide sociale selon les départements . Ce qui signifie, au delà de l’effort plus ou moins important des conseils généraux en matière d’aide sociale, que la répartition spatiale des bénéficiaires du RMI est très inégale. Sans mécanisme de péréquation financière adapté, on voit comment certains départements vont devenir de véritables trappes à pauvreté, comment d’autres vont chercher à chasser leurs pauvres pour éviter de devenir attractifs pour cette population. En l’état actuel de la réflexion, nous risquons bien d’avoir une politique d’accès aux droits en 95 facettes. Vive l’unité nationale et la république de proximité !..... Encore faut-il ajouter que les C.A.F. auront en charge le suivi et l’accompagnement social des usagers. Surfant sur la démagogie ambiante - « les Rmistes sont des profiteurs » - il est question de sanctionner et de procéder à l’interruption, voire au retrait, des allocations après deux manquements au contrat. Il faut bien donner du travail à Villepin... Les gens n’ayant plus de ressources pour vivre seront contraint d’avoir recours à des expédients plus ou moins licites pour survivre. C’est cela la pénalisation de la pauvreté
