Décidément, notre cher Président n’en finit plus de nous étonner. Depuis qu’il s’est acoquiné avec Lula à Genève en janvier dernier, il s’est découvert un fort penchant altermondialiste. Voilà maintenant qu’après avoir raillé pendant des années de l’idée même de la légitimité d’une taxe internationale sur les transactions financières, il en devient l’un des porte-parole. C’est à partir du rapport Landau, qu’il a commandé, qu’il tire ses propositions de taxation : transactions, commerce des armes (si, si !), transport aérien et maritime, achat par carte de crédit, par exemple. Mais c’est qu’il a un succès fou ! Après Lula, le petit cordonnier espagnol Jose Luis Zapatero et l’homme des grands lacs chiliens Ricardo Lagos le soutiennent à fond, et au final 110 pays ! Mais alors, qu’est-ce qui l’agite ? C’est, qu’à son grand dam, la pauvreté ne sera pas réduite de moitié en 2015. En fait, il manque 50 milliards de dollars par an. La taxe Tobin, du nom du prix Nobel d’économie 2001, prévoit qu’un prélèvement de 0,01%, seulement sur les mouvements de capitaux spéculatifs, dégagerait 30 milliards de dollars annuels. C’est le credo d’ATTAC et l’origine de sa création. Aujourd’hui, un être humain sur deux vit avec moins de deux dollars par jour et un sur six avec moins d’un dollar. Alors, Chirac a décidé de faire dans la Solidarité entre les Peuples et l’Humanitaire car il vient de se rendre compte des effets pervers de la mondialisation. Remarque que s’il nous avait posé la question, on aurait eu deux ou trois trucs à lui dire. Même que : « la recherche du profit pour les entreprises ne saurait tout autoriser ». Et pan pour Antouâne ! Bon, nous, on prend note. Mais Chirac sait que cette idée n’aboutira pas puisque les États-Unis la refusent catégoriquement, la qualifiant d’hérétique. Donc, ça ressemble juste à un bon coup de pub. Chirac, le Grand Défenseur des Pauvres ! Pourquoi pas Nikonov à Matignon ! D’ailleurs, Jacques Cossart, membre du conseil scientifique d’ATTAC, qui, pendant huit mois a participé à la commission Landau, ne s’y est pas trompé en demandant à Chirac : « Ce que vous faites à l’échelon international est important pour les peuples. Pourquoi ne le faites-vous pas pour le vôtre ? » Mais je vous livre un extrait de la prochaine entrevue de Chirac avec Poivre d’Arvor : (Question) Monsieur le Président, au sommet de New York, vous avez parlé de Solidarité. Pouvez-vous nous éclairer sur le sens des mesures fiscales prises par votre Premier Ministre pour 2005, que d’aucuns dénoncent comme un cadeau fait aux plus aisés. (Réponse) (Regard baissé, hésitation) Monsieur Poivre d’Arvor....La solidarité est l’obligation morale de ne pas desservir les autres et de leur porter assistance... La solidarité doit s’effectuer dans tous les sens... Pour cela, ces mesures vont permettre à certains de nos compatriotes de pouvoir bénéficier des services d’une aide à domicile, d’un jardinier ou d’un chauffeur avec le soutien de l’ensemble de la Nation. Les droits de succession sont allégés pour permettre aux enfants de ceux qui ont travaillé durement toute leur vie de profiter du patrimoine familial sans qu’il ne soit trop amputé. Enfin, l’Impôt Sur la Fortune n’est pas modifié afin de ne pas pénaliser les entrepreneurs qui sont les garants de la bonne santé de l’économie et de l’emploi. Ces mesures s’inscrivent donc véritablement dans une logique de Solidarité Nationale ». Voilà, t’as compris ou je développe ?
