DETTES ET DEFICITS PUBLICS : POUR UNE INFORMATION COMPLETE ET HONNETE

Après la dramatisation de l’évolution démographique pour justifier sa remise en cause des retraites, le gouvernement annonce une catastrophe à propos des comptes publics, dette et déficit, pour préparer de nouvelles privatisations et des mesures d’austérité, notamment en matière de Sécurité sociale.

Sur la dette publique, tous les médias ont repris le montant de 1 000 milliards d’euros, c’est-à-dire comme on peut le calculer facilement en divisant par la population (61,7 millions), 16 000 euros par habitant. Ces chiffres sont impressionnants, mais ...

Mais il serait honnête d’ajouter aussitôt, toujours à partir des chiffres de la comptabilité nationale qui confirment les 1 000 milliards, que les administrations publiques (Etat, collectivités locales et Sécurité sociale) n’ont pas que des dettes, elles ont aussi des avoirs : sous forme de bâtiments et de terrains pour environ 950 milliards d’euros et des actifs financiers pour environ 350 milliards, soit au total environ 1 300 milliards, c’est-à-dire bien plus que la dette ! Si l’on attribue à chaque citoyen français une dette de 16 000 euros, il faut aussi admettre qu’il possède, à travers les administrations publiques, un avoir de 21 000 euros. La situation n’est donc en rien catastrophique.

Il est faux, voire malhonnête, de parler de dette sans examiner les avoirs. On n’est pas en faillite simplement parce qu’on est endetté, mais seulement lorsqu’on a beaucoup plus de dettes que d’avoirs. Car on pourrait aussi bien essayer de semer la panique avec les 4 000 milliards de dette des entreprises et les 6 000 milliards de dette des banques et des assurances, alors que les actifs correspondants existent ! De plus économiquement, il est parfaitement normal d’être endetté, tous les secteurs le sont : les ménages comme les entreprises et les administrations. La question n’est pas principalement le montant de l’endettement que son utilisation, et en matière d’investissement public, non pas sa rentabilité, mais son utilité sociale. Il n’y a donc aucune nécessité, et encore moins d’urgence, à réduire cet endettement à zéro, pas plus d’ailleurs que celui des autres secteurs : en permanence, certaines unités remboursent leurs dettes arrivées à échéance et d’autres, ou parfois les mêmes, contractent de nouveaux emprunts. L’argumentation gouvernementale sur la dette publique n’est qu’un prétexte pour « justifier » de nouvelles privatisations.

Et la présentation n’est pas plus honnête en matière de déficit. Un gouvernement qui baisse les impôts des riches et multiplie les cadeaux aux patrons (subventions sans contrôle, exonérations de cotisations sociales que le Medef essaie de dissimuler sous le nom de « baisse des charges sociales ») feint de s’étonner et de s’inquiéter de la hausse du déficit de l’Etat et de la Sécurité sociale. Un des plus scandaleux de ces cadeaux est le paiement par l’Etat, c’est-à-dire par les contribuables, de l’amende de 230 millions d’euros encourue par M. Pinault, l’un des hommes les plus riches de France, à cause de ses magouilles financières aux USA. Au lieu de « faire payer les riches » par les impôts, le gouvernement leur emprunte et cela ne peut évidemment qu’aggraver à terme le déficit ( 47,3 milliards d’intérêts versés par les administrations publiques en 2003, soit près de 800 euros versés par chaque habitant pour les pauvres rentiers !).

Cette présentation catastrophiste des comptes publics, dans lesquels on ne parle que déficit et dette, mais jamais dépenses de santé, d’éducation ou d’aide sociale, trouve son origine dans les demandes clairement orientées de la très libérale Commission Européenne, émanation des gouvernements européens. Chaque année en février, elle « vérifie » si les pays membres ont un déficit et une dette inférieurs à 3% et 60% du PIB respectivement. Ces fameux critères de Maastricht sont devenus des chiffres tabous, alors qu’ils sont totalement arbitraires : aucune théorie économique ne les a jamais justifiés. Romano Prodi, le président de la Commission, les a d’ailleurs un jour, dans un éclair de lucidité, qualifiés de « stupides ». Et les gouvernements français et allemand ne se sont pas gênés récemment pour s’asseoir dessus parce que cela les arrangeait. Ces critères, supposés symboles d’une bonne gestion publique, ne servent en fait qu’à « justifier » les soi-disant réformes, c’est-à-dire les politiques d’austérité, de privatisation et de recul des droits et des acquis des travailleurs. Mais ceux-ci viennent de montrer qu’ils ne sont pas dupes de ces manipulations !
